Florida's Civic Literacy Requirement

This guide provides resources, study materials, and test-taking resources for St. Johns River State College's Civic Literacy competency exam requirement. 

Per Section 1007.25 of the Florida Statutes, all students initially entering a State University System (SUS) and/or Florida College System (FCS) institution in 2018-2019 and thereafter must demonstrate competency in civic literacy. 

Requirements:

  • An understanding of the basic principles of American democracy and how they are applied in our republican form of government.
  • An understanding of the U.S. Constitution.
  • Knowledge of the founding documents and how they have shaped the nature and functions of our institutions of self-governance.
  • An understanding of landmark Supreme Court cases and their impact on law and society. 

The Florida Board of Governors (BOG) Regulation 8.006 requires students to demonstrate competency in civic literacy prior to graduation:

  • Complete either POS 2041 or AMH 2020 (grade of C or higher)
  • Achieving the standard score on one of the following assessments:
    • U.S. Citizenship and Immigration Services Naturalization Test – Civics (U.S. history and government) with supplemental questions (score of 60 or higher)

    • Advanced Placement Government and Politics: United States Exam (score of 3 or higher)

    • Advanced Placement United States History Exam (score of 4 or higher)

    • CLEP American Government Exam (score of 50 or higher)
